In the US taps are far more common than not. Not one but usually 5; 95, 97.5, 100, 102.5 and 105% of nominal voltage.

This a typical abbreviated specification I use to get a quotation for a transformer:
Primary Voltage : 11 kV 3 phase, 50 Hz, Taps at +/-2.5% and +/-5%

Rating : 850 kVA
Secondary No1 Delta Connected, 425 kVA, 690 V at no load.
Secondary No2 Star Connected, 425 kVA, 690 V at no load.
Configuration DdyN0
Impedance Approx. 5%
Type ONAN
Ambient 40?C max.
Fittings HV/LV Cable boxes
Marshalling Box
HV off load tap-changer switch
Conservator
Oil sight glass
Oil level gauge
Winding temperature RTD
Silica-gel breather.
Lifting lugs

In the event of a contract being awarded, it gets a whole lot more detailed. Too long to post here.

But none of that invalidates my point.
