I agree that the proper way to detect voltage under any condition is with the use of hot-sticks in conjunction with a Wiggy or similarly appropriate tester, and it was probably short-sighted of me to post anything to the contrary.
However, that portion of my post does have a purpose, and I have edited accordinly to explain that.
