Voltage spikes in a condominium

I have a unit at a condominium project where the owner is complaining of "high Voltage" in his unit. He has tested the voltage himself and said over a weekend it got up to 127volts. He has several printers that have lost motors over the years and has also complained of lights burning out quickly. I have read on other threads that you can fix the light issue with 130v bulbs. He has also called his power provider and they have checked the transformer and said things are working fine on their end. Is this a symptom of a greater problem or is it normal spiking.
I apreciate the help.
 
127 volts is really not that high and should not kill a motor.

That said it may indicate a loose neutral connection between the utility and the panel that supplies that circuit.
 
I'd look for either a loose or missing neutral, too.

I once did a service call on an apartment building right after it opened. Tenants were complaining of having micros, stereos & TVs getting burned up. After taking the cover off the MDP, I discovered the factory had left out a portion of the neutral bus bar! :mad:
 
127 volts is at the max for utility service. Most utilities have a 120 volt +or -
6%. Thats 127 volts. It won't hurt motors but it may damage electronic devices such as printers, computers and the like. I would meed with the
utility engineer and have him check the voltage at the transformer. It may be on the wrong tap or the substation regulator have a problem.
