The service is connected to a transformer feeding a panel with a neutral . Wanted to see if a generator can be connected with a manual transfer switch .

If this is the case, something is definitely wrong. 240V delta would only have a Neutral if it were a "high leg" system, which is usually B phase, so A-C phase is split with a grounded center point to make 120V from A or C to N.

If C is at nearly ground potential, that winding is ether shorted, or someone put in a Corner Grounded Delta transformer, in which case there would NOT be a Neutral at all to connect to that panel.

One way or another, this is messed up.

Clear the fault before considering adding anything to the panel. Otherwise, risk injury or death.
