If it would happen to be permitted to be cord and plug connected, and the receptacle met conditions covered in 210.8 then yes, but it would the fact there is a receptacle and it's location that determine the need for GFCI more so then the type of load served.
Yes it would be pretty rare, and the ability to be cord and plug connected would be pretty rare as well.A 125 volt, 20 amp walk in cooler?
