Walker Duct Receptacles in Raceway

We are on a project where the contractor installed a Walker duct raceway in the slab before we arrived. It does not contain the hubs for the floor boxes. It will have a 2" foam floor over the top of the slab. The duct is flush with the top of the slab. Does anyone have any idea how to install floor boxes and access the duct to pull wiring into the duct without the hubs?
 
For normal installations you drill into the Walker duct and install (what is called around here) an afterset. If I remember correctly you core the concrete with a 2.5" bit and then drill the metal of the duct with a 2" hole saw and the after set attaches to the metal duct and has threads at the top to attach your box. Since you have foam instead of concrete on top of the duct you could probably install the afterset in a similar fashion.
