I once worked in an office that had one of these. When everyone was sitting at their desks working in cubicles the lights would occasionally go off. Someone would have to stand up and wave their arms around to get them to come back on.

The California Energy Commission classifies them as "Special Inspectors". You now have two layers of inspectors, because the local building inspectors do not have the knowledge and the special equipment required to evaluate the installations per CEC. Plus, they are using "Combination" inspectors for residential, instead of specialty inspectors.

How this works out ... CEC has established a system for these "Special Inspectors". The CEC requires a provider system that trains and supervises the HERS inspectors, and the local building inspectors rubber stamp their findings.
 
The State of Indiana has adopted an energy code as stated. There are numerous areas in the State that do not have building inspectors, but I guarantee if you get to the northeast part of the state, you will deal with some of the better inspectors. We have a network established an monthly meetings to keep current on code issues and try to have some consistency with enforcement interpretations. We are not all dumb Hoosiers.

We had this in the men’s room. Imagine sitting in a stall and the room going pitch dark!
 
I installed some occupancy sensors at a local college back in 08' that were sound and motion activated. You could just yell 'wth' from the stall and the lights would come back on... your leg stayed asleep though.
