water bond above celing ?

In one of our newer dorms we found a 2/0 copper wire connected to the 1/2" water pipe feeding the washing machine. I thought that water bond had to be withen 5' of where the pipe enters the building. this spot is 100' from that location. any ideas on that.

If its a water bond, asper 250.104(A), it does not have to be 5' from where the metallic water pipe enters the building.
