Water getting in Quazite box.

Hey guys, I've got a customer who I've installed a generac 24 kw generator at his house. When he installed a pool we had to re route the generator underground and make taps in 2 quazite boxes. I got a call that the generator was not running and when I arrived I found the fuse blown on the circuit that charges the battery. So next I opened the quazite boxes and one was 1/3 filled with water. Is there a way to seal this thing top and bottom? Are is this normal ? Can i waterproof the wire nut taps?
 
There is pretty much no way that you can keep water out of underground electrical installations. 314.30(C) requires the use of wire connectors listed for wet locations when connectors are installed in a hand-hole. Just adding some type of sealant for the connections is not compliant...you must used a product listed for purpose.
 
If you try to keep the water out it will fill up from condensation. I like to sweep conduits up from bottom, stubs about 6” below lid. Duct seal on end bells, pea gravel in bottom, and a few zip ties

I have installed hundreds of the King WP wire connectors, they are filled with a white “goo”. There are two versions, WP and direct bury, the DB version has a crush resistant shell.
 
The boxes need to be buried in a bed of drainage rock extending around the enclosure.
