water heater a serviceable piece of equipment

I have a job, and the general contractor states the electric water heater is serviceable and requires a 120v receptacle per 210.63. Now the building inspector is thinking this is correct. how do I convince the building inspector this is not the case?

Are they saying the electric water heater is electrical equipment?
 
What part of heating, AC, or refrigeration is a hot water heater? Did this inspector actually read the title of 210.63?

The 2020 code changed the title to Equipment Requiring Servicing.
It also added part (B)(1) and (2). Other Electrical Equipment. In other than one and two family dwellings a receptacle outlet shall be located as specified in 210.63 (B)(1) and (B)(2).
Hopefully someone else will post the sections.

It could be defined as utilization equipment, however, 210.63 (B)(2) says it must require dedicated equipment space as specified in 110.26(E). Appliances aren't mentioned in 110.26(E)

Thanks, I must have looked at the 2017 hence my confusion.
