Ranges, refrigerators, counter-top appliances, dish washers, disposals, dryers, washers. These can be cord-and-plug connected.
These appliances are otherwise installed in a manner that facilitates ready removal, having gas and water connections that are designed to come apart and be re-used.

Water heaters, air-handlers, furnaces, a/c units, range hoods. These should be hard wired with means of disconnect
These are securely fastened in place, water heaters and AC units have welded connections, the others require a screwgun and at least a half hours worth of cursing to remove. It is interesting to note however that all window unit type AC's are cord connected, falling back on 422.16 again to "reduce transmission of noise and vibration.".

In response to the safety issue, plumbers and homeowners fit pretty well into my definition of "unqualified personell" and should be calling an electrician anyway.

That's an interesting point Noxx, I think that a plumber is probably qualified to unplug a power cord but I don't know about dealing with the hard wiring. I've only been called once by a plumber to deal with rewiring a water heater and he did the unwiring. I guess you could assume that plumbers are wiring quite a lot of water heaters. :eek:

The service calls for the electrician would cost more than the heater.
We are all consumers and need all the savings we can get.
I don't want to call a plumber every time my grand kids stop up my toilet.
