Water meter wire on exterior

Hello everyone,
I'm putting in a new 2 family 200 amp service and need to upgrade the water meter ground. In an attempt to save the sheet rock. I want to run the insulated #4 meter ground about 20ft along the exterior of the building. It will be high enough to not be subject to physical damage. Can anyone tell me if this single conductor would need to be in conduit of some sort or can it just be strapped to the exterior of the house to get it back to the main disconnect by the service.

Only your inspector can tell you if it is subject to physical damage. That is a subjective rule, and the only opinion that counts is that of the inspector.
