Water pipe connection

if a water pipe is used as an electrode, would it also be required to fall under the bonding code requirements. This I don’t know if I am thoroughly clear on. If it was co formed that a GEC did go to the entry point of water pipe, would it be that you would only make a jumper to the hot side of a water heater, provided if everything was copper throughout?
 
If the water pipe in the ground qualifies as an electrode you connect the GEC within 5' of where it enters the structure. If the entire system is metallic then the system is already bonded by the GEC.

Jumpers around water heaters to bond the hot and cold piping is debatable as to whether or not it's required. Here in NJ they are.
