Water pipe in garage?

Hi i have pics of my water inlet to my garage. My house and garage are seperate. I dont see any pipes going out to my garage either from in my cellar. Here are some pics i took. Also i see a wire grounded to pipe. The wires are cut. They ran to the box to ground pipe. The wires are in a metal spiral case. It is 3/4 pipe. My water comes from the front street. My garage is located in my back yard. In front of my yard there is my side walk. My water pipe in ground in side walk is down from my house right along with my next door neighbor who lives in a trailor. The first pic is work i did.
