I don't realize what I'm seeing...
I see a totally toasted lug, and a panel (designed for interior use only?) totally exposed to the weather.

Was the neutral/ground at the weatherhead actually connected? My dad has cable like that from the meter to the weatherhead, probably a similar configuration.

What have I missed??

I'm pretty sure the building code won't let you install a panel on the stairway. Assuming there is a building code, of course.
 
We pulled the meter because the customer said they didn't have power. Well they had power on one phase.

Yes, the panel is an indoor panel with no door on it. The meter had the old se cable that was done in by the sun, no ground rods, mounted over the stairway (this was legal at one time), no hub on the panel-- why bother really. Water had run down thru the panel and into the LB.

We installed the meter after we moved the service and hooked it all up and the meter was sizzling... I am sure they will have to replace that also.

If the stab on the meter was also burned, it may well take out the new socket before POCO replaces it
 
It's easier to see details in pics if they are taken at a bit of an angle to the subject. Dead on makes it hard to see depth of details. I wondered if I was looking at a burnt caterpillar on the meter socket.

When a customer has issues like this, what is the sticker shock like when you give them the prognosis?

We had to move the service over 3' or so, install new riser (2" pvc) drive rods etc. I just said "do you want power and they said do it...We did it for under $2500.00


The inspector is going out there tomorrow but I hope the power company changes the meter today or by tomorrow
 
Duke (I assume) may get to it...sometime. If it isn’t forgot about
we would take it from the electrician (we know most of them here) on scene whether they thought the meter needed to be changed immediately or it could wait until straight time.
 
Inspectors said it would be Tuesday before they would get there. I explained the situation and they said they would be there Friday. We had the home owner call duke directly and explain to them that they need to replace the meter
