weatherproof covers

are ,inuse covers or as some say bouble covers required on porches,canopies, or roof over hangs.I feel all receptacles installed outdoors should be protected from the weather.

406.8 of the NEC specify this requirement.

Part A states that damp locations require a cover that is weatherproof when the receptacle is not in use.

Part B states that wet locations require a cover that is weatherproof even when the receptacle is being used.

Per the definition in Article 100, your examples would be a damp location. :)
