A Parking garage floor would typically be a fire rated assembly, not necessarily the case, though. The drawings should tell you if that is the case. If it is rated, then it needs to be sealed.
Alternatively, I wouldn't trust that the hole would remain dry. A radiator leak, water running down garage, someone washing a car, etc. could feasibly leak down the hole and into the gear. Personally, I wouldn't allow the hole to remain... not my BBQ, though.
