The only sad thing about this situation in the pics is that even though it may get reported to the property owner or the city inspector, anyone want to take bets on if it will ever get fixed?

I reported another situation over two years ago and it still hasn't been fixed. (That was an open, but deenergized meter socket on a public sidewalk, that formerly fed a civil defense siren.) Energized or not, it should at least be covered IMHO (who's to say someone won't accidently reconnect the underground feed to that socket.)
