Weird voltage readings

In a new shop i wired i just energized the panel & tested voltage here are the readings that i got. (all loads are off i haven't gone back to trim out yet)
L1-L2 250v
L1-N 125v
L2-N125v
L1-GND120v
L2-GND130v
N-GND 0v

My question is why am i getting different voltage readings from L1&L2 to ground?

All I can think of is the neutral/grounding bond missing, and your meter is causing the discrepancy.

In other words, it's enough of a load to cause N-GND to read 0v instead of 5v.
 
Take a hair dryer or two with you and more than one meter of similar style when you go back.

Is the shop feed with a feeder from a different building?
Yes it’s fed from a 200a sub panel. I was running late to a doctors appointment so I didn’t have anytime to check anything else after I noticed the weird voltage
