And that brings us back to whether or not it is a kitchen because kitchens are not listed in 210.12(B)
The wet bars I see are in basement rec. rooms. Not a kitchen by definition. Even if the owner has a microwave installed, we don't consider that a permanent cooking appliance. If you think about it, what exactly is a "similar area" of a kitchen, pantry, etc.? IMO, that pretty much says it all without the "similar area" added.

Getting back to the question in the OP - what is receptacle layout requirement for wetbar counters? Doesn't it all come down to whether the area meets the definition of kitchen or not? Most do not, but I have seen some that do.
 
If the wet bar qualifies as a kitchen (which is more likely in Washington State, perhaps, than in other places), then the spacing rules depend on the type of countertop (i.e., wall, island, or peninsula). But the usual "kitchen rules" would apply.
