Wet locations - all electrical devices must be UL listed for Wet Locations?

If a floor box is being installed in concrete which is in direct contact with the earth, the NEC considers this a wet location. Does the floor box itself need to be UL listed for wet locations? Apparently Hubbell does not make any floor boxes that are listed for wet locations. Just the floor box covers have some type of rating for using washing, cleaning, etc. . But what about the box itself???

What type of facility has floor boxes in concrete that is in direct contact with the earth. Most building codes require a vapor barrier and in that case the concrete is not in direct contact with the earth.

Good point. Do you think a vapor barrier would not make this a wet location then?
