Since the purpose of the EGC is to provide electrical continuity between the forming shell and the junction box or other enclosure, you will have no such continuity with a PVC forming shell. Even if you ran it, where would you land it ?

Dave this #8 is an equipment ground since the fixture uses pvc, an equally ridiculous bonding jumper is installed on the outside of the forming shell.

I am picturing myself installing the listed potting compound so the connection doesn't go bad :roll: :?
 
Well, I just did my first pool light and this is what I saw...

The forming shell had a lug for the #8 and it was attched to a flat piece of metal that extended out to the top of the shell where the lightbulb assembly attached with a metal screw.
The metal frame of the light bulb assembly becomes bonded to the #8 via the metal strap between the mounting screw and the lug.
The potting compound ensures the connection of the #8 to the lug because of the "nasty" chemicals in the pool water.

Oh, and I just looked...680.23 (B)(2)(b) does refer to the #8 as a "Bonding jumper" :D

Dave, this fixture you did, it had a PVC forming shell as well? I have not been able to look inside mine.

Dave: Just for my information and education, did that change in 2005, 'cause here is what I have for 2002 -

(b) Nonmetallic Conduit. Where a nonmetallic conduit is used, an 8 AWG insulated solid or stranded copper equipment grounding conductor shall be installed in this conduit unless a listed low-voltage lighting system not requiring grounding is used. The equipment grounding conductor shall be terminated in the forming shell, junction box or transformer enclosure, or ground-fault circuit-interrupter enclosure. The termination of the 8 AWG equipment grounding conductor in the forming shell shall be covered with, or encapsulated in, a listed potting compound to protect the connection from the possible deteriorating effect of pool water.

I don't have my 2005 here at home, otherwise I'd look it up myself. :D
 
I just took 4 hours of CEU in NJ the class was on 680 & 682 the guy giving the class is an inspector in the area. Anyway he brought up this very issue, that the forming shell is pvc and there's a lug in there and you guys bond it, He couldn't understand why we are bonding the forming shell and even why there's a lug in it. I guess electricians are just creatures of habit.

jes: just for fun check with an ohm meter from that lug to the threaded boss where the light flange bolts screw in. If its like the ones I've seen, you will see contunity. On some lights, the PVC "shell" encapuslates a bond conductor from those screw bosses to the lugs.
 
The last wet niche fixtures I wired gave option of a PVC cover or a stainless steel cover if your home owners choices the stainless steel option when replacing the cover That #8 bond will be the bond to the steel cover.
 
While we are on the subject. Do the splices in the juction box, to the fixture cord have to be special in any way? Are wire nuts OK?

if you are talking about the conductors from the pool light, they should terminate in a listed pool box with provisions for each (see 680)...no wirenuts needed.
