What are my NEC compliant options

I have a 3 phase 240 volt 3-wire delta system with no neutral or ungrounded conductor going to a 100AMP MB Square D QO panel at a pumping station that feeds two 10HP submersable pumps on VFD's. I need a neutral for 120 volts to feed PLC's, lights, outlets and instruments like ultra sonic level, mag meters and floats. Are my only options to come off of 3 phase panel to a transformer then to a lighting panel or am I not looking at the big picture.
 
I think you meant "grounded" conductor but, is it not possible to use a small transformer fed from the Delta to derive the 120?

Have you questioned the POCO as to whether they could provide you with a center grounded winding off of the Delta?

Then you have no option except to come up with your own 120 volt source and I would use a transformer as I mentioned above.
