What authority governs the install of safety chains on lighting?

I was told that the lighting configuration currently installed is not up to the some OSHA general catchall, ( With a fine of $1000 each violation instance ). The installation uses 3/8" all-thread hung from strut bolted secure across an angle iron roof support structure. On the lighting end there is strut hung for the length of the install supporting 5 to 8 F96T12 fixtures. This strut is supported via all-thread every 8-10 feet. The entire fixture drop is 25 feet from the roof truss structure. The fixtures are then bolted to the strut.

This install is IAW with NEC 410.36 "means of support" Honestly, I feel this supporting structure is overkill, and far better than the chain normally used.

I can't find any requirement to install safety chains in 410 regarding extra support. If anyone has experience with this issue please provide a reference.
 
can the owner give you a copy of the sitation? If it is a spec they require for safety and it is not in the contract it is T&M to install. they need to prove to you you have violated some known code. I do not know enough to even look for an osha regualation. You would need to disclose much more info on the job and its enviroment and even location.
