The calculated load determines the size of the service needed. The main breaker or fuse determines the size of the service.

Meter sockets generally have no current rating

They have a current rating, but unless it is a meter/main type of thing there is no overcurrent protection within the assembly so it potentially can be overloaded if you don't provide sufficient overcurrent protection elsewhere.
