I would keep my mouth shut. If I was questioned about this by other co-workers or PM I would acted like the dumbest SOB you ever seen.

If the company lays of one guy and another guy quits then the first should get a call back if they have work for him.

If you want to do anything make sure the guy getting laid off leaves on good terms and lets the company know that he will be available if his job opens back up in the near future. Let him know that there is hope of a job opening in the near future ( not a sure thing ).
