In other countries, there is not always a grounded neutral and in some cases, you don't know which side is neutral and which is hot. So requiring a double pole switch is them covering their own hinnies because they don't know what kind of idiot is going to hook it up. Over here in a unit designed for 120VAC, I would not hesitate doing it like we do anything else. One pole.

In other countries there often isn't 120 VAC either. They likely specifically make these 120 volt units for the North American market but don't put much effort into updating instructions for what is a different model.

I've seen some foreign appliance makers who do a very good job of adapting installation instructions for marketing their products over here. But you're right, that is not one of them. Minimal effort and probably a low paid translator.
 
Flag after flag after flag -- doesn't need to have a dedcated circuit but in some cases up to 1200w? not responsibel for everything that could go wrong? I usually see gfi protection required with towel warmers & specific do not place locations -- but ETL listed --

I took that to mean that the t-state on the unit was rated up to 1200 watts
