What is this brown powder?

I went out to a trouble call where the load center is in the middle of the woods. The electrician that installed it used a GE power mark panel and ran the wires for the dead front doesn’t fit well into the panel. The twenty amp breaker is smoked. However, my biggest concern is what the heck is this powder inside the panel. Did I taste it yes I did. It smells sweet almost like Cinnamon and this is not dirty. I do however have a congested throat this morning so I should not have tasted it. No evidence of beetles ants or termites. 24815A68-7064-4478-8D74-4CB7C7778922.jpeg

It looks pretty clean so I can go along with cinnamon. I have never used it that way but it sure looks like it and if it taste like it then that would be my guess.

Based on the way the powder has been dispersed think you might be right.
