Can anyone tell what that black "ribbed" thing is around the conduit coming through the floor? It looks like a sleeve but it's plastic. Figured if a sleeve it would be steel and not plastic but maybe it's a Hilti Sleeve. IDK.

Sleeves do not have to be steel. There would be no reason to sleeve steel tubing through a steel tube. We used plastic sleeves forty plus years ago, you would place them and secure them in place before the pour then insert the raceway and fire stop it per a design.

Yes those are Hilti sleeves and they're fire rated right out of the box. Just slide the conduit through and you're done. Here's the underside:
