What side does the Rubber washer on a EMT bushing go?

What side does the Rubber washer on a EMT bushing go?
When the bushing is installed on a Panel or Enclosure, is the rubber washer placed on the outside or inside of the Panel or Enclosure?
I was told by a gentleman in Glendive Montana that they go on the inside of the panel or enclosure

That is an EMT connector in the photo not a bushing. If it's a wet location type and in a wet location then the washer or gasket goes on the outside.
 
I can see why someone would say that they would be used on the inside, when used on the outside the rubber degrades in short order in the sun, but have never tried it that way, plus the gasket would impede proper bonding of the locknut when used in the inside of the enclosure. Tossing it in the trash seems like the best choice as the design of those "raintight" EMT connectors were not well thought out.

The ones with metal ring like you have there are the only ones even worth considering to use. All rubber ones as mentioned belong in the trash. I have come back to allegedly "properly installed" ones only a couple years later and the rubber deteriorated, maybe even completely gone and the thing is 1) no longer water tight 2) no longer mechanically continuous and bonding is also compromised. I've gone back to using myers hubs and not using those rubber washers -especially if an entry into the top wall of an enclosure.
 
Rubber are a pathetic waste of time. Haven’t seen the others.
About only time I have run into the ones with metal reinforcing ring like was pictured was usually for 1.25 to 2 inch fittings. They need to put them on all fittings or forget the washer altogether.
