That is an EMT connector in the photo not a bushing. If it's a wet location type and in a wet location then the washer or gasket goes in the garbage.
The ones with metal ring like you have there are the only ones even worth considering to use. All rubber ones as mentioned belong in the trash. I have come back to allegedly "properly installed" ones only a couple years later and the rubber deteriorated, maybe even completely gone and the thing is 1) no longer water tight 2) no longer mechanically continuous and bonding is also compromised. I've gone back to using myers hubs and not using those rubber washers -especially if an entry into the top wall of an enclosure.
About only time I have run into the ones with metal reinforcing ring like was pictured was usually for 1.25 to 2 inch fittings. They need to put them on all fittings or forget the washer altogether.Rubber are a pathetic waste of time. Haven’t seen the others.
