What would you do?

I purchased a 1996 manufactured home to live in while building a new home. It has a meter base mounted on the side of it fixed for underground service. There is no outside main disconnect which seems OK as the MDP inside the mobile home has the 200 amp main. The cable tray through the home to the outside meter box is 2-1/2 pvc and configured for underground service. This all needs to be upgraded due to the aging of the base internals and the now to be configured overhead service which will still feed into the mobile home from underground.

Finally, to the questions. Since the meter box is attached to the mobile home and there is no outside disconnect, is it necessary or a least good practice to put an outside disconnect box on the new overhead service pole? Or, can the underground cable tray just run from the meter box underneath the ground and up the pole with a weather head? And, is it better to bury the main service wire in a 2-1/2" pvc or UL standard 797 Ent?

Alternative setup: Would it be better since upgrading the meter box is necessary anyway to just put it on an outside pole and route the wiring from the mobile home over to it? What to do????

Setup for minimal changes for the new house, otherwise whatever is cheapest and complies with poco rules.
 
Since the manufactured home probably is not on a permanent foundation, the AHJ or POCO most likely won't allow the meter on the house. It would have to be set up like a mobile home with the meter and disconnect on the pole.
