I have a job to run a feeder from a non fusible poletop disconnect down the pole and 100 ft. underground in 1.5" pvc conduit to a 100 amp breaker panel with main in a detached garage.Do I use a fusible disconnect on the pole before the garage or do I tap on the existing triplex going to the house without protection like the house is now.I will run a 4 wire 120/240 single phase circuit.Do I run the EGC to the poletop disconnect and connect it to the outside neutral wire?And if I use a fusible disconnect, the EGC has to run to the fusible disconnect separately all the way to the garage panel?We are under 2008 NEC.

Is this a farmstead and a site-isolating device? If it is anything else, you need the switch where it can be reached and overcurrent protection. It is now called service equipment. I think this question needs to be answered before the rest of your questions can be answered. :)
