I agree, if you're going to make the EC responsible for someone else's violations then you should make a preliminary electrical inspection mandatory before any permits are issued. This way the inspector can take a few hours of his time and go over the place with a fine toothed comb like a home inspector. He can hand his report to the HO when he's done telling them "you want to permit for that new bathroom then you have to fix all of this stuff too". Now remove the word inspector and insert electrician. Sounds ridiculous, I know.
