In high crime cities, you need flood lighting 24/7 ... no need for flood lighting to be off at all.

I don't know if this is relevant, but I have a photocell and timer on the lights over my deck. The photocell turns the lights on and I have a choice of how long to leave them on - 2, 4, 6, or 8 hours - or to let the photocell turn them off in the morning.
