When Can A Cord & Plug Connected Load Be Passed?

Got a small HVAC unit that came bolted onto a large control cabinet for climate control. The control cabinet has no third-party inspection label so I’m a little bit critical of it. Looks like they just decided to add a cord and plug the HVAC unit so it can be plugged into a dedicated circuit/receptacle. I know article 440 allows some cord and plug connected equipment but I thought this was for equipment that came this way from the manufacture. Can it really be acceptable for someone to just decide to add a cord and plug for a load?

First thing is does it comply with any the conditions mentioned in 400.10?

I'd say if it does it would be one of (6) through (9) that allows it to be used in this case.

Is it a cooling unit for the mentioned control cabinet?

Sometimes plug and cords are added to water heaters, unless allowed by mfg instructions it’s a violation. Your case is similar , mfg instructions would have to state cord/plug is acceptable, and specifics on type.
