When would you use a quazite handhold vs just a PVC j-box?

Are quazite just required to be used under roadways? Or do they have more specific requirements?

I have some underground fixtures being installed around a fountain. About 100 of them. In going to need to figure some underground enclosures for tapping multiple conduits into. All free space. Would I figure using quazites, or are PVC J-boxes fine? Trying to find if there's code that specifies when to use either or. Don't want to put quazites if I don't have to. Thank you

Polymer concrete reinforced with fiberglass. Used for underground or buried enclosures and hand holes.

I use them when the handhole is in an open area subject to traffic, whether pedestrian or vehicular (including lawn mowers, golf carts, etc…). I use PVC/Fiberglass handholes if it’s surrounded by landscaping, like flower beds or just mulch. Anywhere you wouldn’t normally have any sort of traffic.
