Where do I find

There is one breaker that is (maybe was, as I haven't run into it in a few years) shipped with a special allen wrench where the short arm of the allen is shorter than normal. The heads of the set screw terminations face the side and not the front of the breaker. The only way to tighten them is with this short arm allen wrench. There is a torque spec, but I have no idea how you could use a torque wrench.

there are many styles of torque wrenches and there is one for this application. It has sockets that go in the end to fit different size allen's. I used one in the USAF. though I would be upset to have to buy a special wrench just to torque a few panel lugs.
 
McMaster-Carr sells 'hex key blades' which are not bent over.

They also have 'extra short', 'short', and 'long' hex sockets, eg part 5494A83

McMaster-Carr is almost never the cheapest on anything, but they have just about _everything_, and in most areas deliver UPS ground the next day. The next time you need a left handed drill bit, they are the folk to call.
