In my previous line of work...A service tech with a natural gas utility could put a red tag on the affected equipment/gas meter, and shut the gas off. Mostly happened with malfunctioning gas valves.

To me, "Red tag" means a failed inspection. Like this -
I can't remember the exact circumstances of this one (not my work) I seem to recall the house was such a mess the inspector could not even check half the work.
