The problem has been solved, but I was looking for your type of input DCox I was willing to look at all the different possibilities and pump capacitors could have been one possible item that I didn't think of thank you for the suggestion.

It turned out a old supply from the garage to a tunnel was disconnected and the conductors were touching the underground conduit someone had put a 60 amp cartridge fuse back in the service to high to blow the imbalance was only 6 amps so this was wasting about 40 dollars a month in the electric bill so I completely disconnect all the wires and solved the mystery. But am still amazed at the U.F. wire to be able to get 17 volts off the ground to either insulated conductor, as we used that reading to find the correct circuit when it was disconnected it went away. I figure the underground conduit and the U.F. is parallel to each other at about 150 feet away. How it did it is still a mystery.
