Where to land the equipment grounding conductor

I have read the nec concerning the landing of the equipment ground. Is it permitted to land all of the leads, equipment grounding and neutral leads, to the neutral(grounding) bar in the panel. The panel being used is equipped with a main disconnect breaker making it, according to the panel manufacturer, a service equipment panel. The note in the panel indicates that the neutral(grounding) bar may be used if more space for equipment grounding conductors is required. I realize that the final answer is provided by the AHJ.

Correct or not?

If the neutral bar is in the service disconnect cabinet then the EGC's and the neutrals can terminate on the same bar.

What makes a main breaker a service disconnect is not what it says on the panel or what the manufacturer said about how the panel may be used. It is whether the disconnect is the first disconnect on or at the customer's side of the service point, which is where the utility owned wiring connects to the customer owned wiring.

Only if the AHJ has substantiation to back up the call, but as stated, if the panel is the service panel the neutrals and EGC can land on the same bar.

I agree, if the AHJ is required to follow the NEC then the answer is black and white right out of the book.
