Which comes first?

I understand rubber sleeves are worn over Category 1 and 2 arc flash clothing. If a worker has to utilize rubber sleeves with Category 3 or 4 coveralls or suits, are the sleeves worn inside or outside the arc flash clothing? Can you provide the rationale? Thanks in advance.

I have and everyone else I know where the gloves over the sleeves. This will eliminate the opening around the sleeve over the glove from being a path for hot gases up the sleeve. Plus if you look at gloves, they get wider towards the cuff to allow them to fit over rubber sleeves. There are also bell cuffs made for this also.
