Many testing center will allow tabs, but not post-its. Check the rules for your local test. Some do not allow highlighting, underlining or hand-writing in the book either.
And places that have these rules are just pathetic. The test is all about knowing how to use the code, some basic electricity concepts, and laws of the jurisdiction where the test is taken. If notes and highlights are what you need to be able to use the code more efficiently than so be it. You will use them after you have your license too.
The test is just on step to determine if you are competent enough to get the license. You usually need a certain amount of experience before you are even allowed to take the test. And finally much of your work will get inspected, and if you were not competent enough and somehow passed the test you will always have corrections to make - which cost you and/or your employer in the end anyway.
