Which replacement panels?

I recently bought my first home and prior to closing on the house (built in 1970), I had a home inspection that pointed out 2 problem panels (see pics) and recommended replacing both; the main panel because it's a "Zinsco" brand, which apparently is susceptible to fire issues as well as the outdoor GE sub panel due to it's rust issues.

If allowed, I'd appreciate your professional input on type, size, number breakers and anything else I need to consider or be aware of when selecting new replacement panels.
