White Room Raised Floor Wiring

Is it required by NEC to use Plenum rated cable when routing wiring under a raised floor in a white room that is used for return air? If it is, I could use MC for the power cable but I also have a signal cable (24VDC and +/-10VDC) that needs to be twisted pair. Do I need to have to use CL2P/CL3P wire or run conduit for this circuit?
 
Is the room compliant with NEC article 645.4? If it is, then the answer is no, it is not required, although sometimes the AHJ may require a fire suppression system under the floor if you put non-plenum rated cables.
If it isn't compliant with 645.4, then you run cables in the same way you would run them in an air handling suspended ceiling, compliant with 300.22(C) and the appropriate Article 725 or Chapter 8 wiring methods.
