White conductors are reserved for grounded conductors, I know. Recently I saw some pictures of the inside of a residential service panel where some of the load breakers are wired with white conductors with red electrical tape on them. Is this compliant?

White conductors of cables are permitted to be re-identified.

It is only permitted to do this with cable wiring methods though.

Run a NM or MC cable for a 240 volt branch circuit - you only have a black and a white to choose from for ungrounded conductors, or use a cable with one more conductor and not use the white.

You can't pull white or gray conductors through raceway wiring methods and then re-identify them as ungrounded.
