Whole Home Load Calc Required?

My company installed a 40amp EV charger, residential. We have installed many of these and this is the first time an inspector is requiring a whole home load calc to be performed in order to pass the install. Is this a common thing others have been running into? Do you typically perform one of these for every EV car charger installation to CYA? My guys used existing emt running form the panel to the attached garage to an existing 40amp 240v outlet, which we demoed. There was also a 120v circuit running to a receptacle in that same raceway, we demoed both. We got rid of a potential 60amp load and replaced it with a 40amp load. This house has a 200amp service. Thoughts, advise, code? All would be appreciated. Thank you.
 
Many AHJs will require this. In any event, as the contractor, you have a responsibility to be sure the service is adequate. Just do an Art 220 Optional calc. It's not that big a deal to do.
