Some of the smart grid initiatives are oriented as much to being able to isolate faults at the lowest level as anything else.
Texas wants to avoid federal regulations. They have "cheated" in the past though. The do have the ability to connect to the eastern grid and they have three interconnects with Mexico.Sheer orneriness? They have a philosophical problem with agreements that threaten their autonomy. Beyond that, I cannot say.
