Sheer orneriness? They have a philosophical problem with agreements that threaten their autonomy. Beyond that, I cannot say.

Texas wants to avoid federal regulations. They have "cheated" in the past though. The do have the ability to connect to the eastern grid and they have three interconnects with Mexico.

I wish NERC and FERC did not exist. Its all feel goods.
