Why are the lights connected to an IOTA ETS-20 flashing when I turn them off?

I've made sure everything on the ETS-20 is wired correctly, and it switches from normal power to emergency power like it should. Only issue is when I hit the power button on the switch, they cut off and then start flashing. Any input on this would be greatly appreciated.

You kill power to the ETS-20 and it switches to emergency power? Where does that come from?
