I'm going to step out of the shadows, do I feel AHJ's should be allowed to use common sense. No, as stated earlier common sense is not always common amongst people. My experience as a homeowner has shown that the quality at the municipal level varies dramatically from one locality to another and one person to another.
My experience as an engineer has shown that cheaper is more and more the design standard.
Could the book be smaller? Can we have confidence that every job will be done without trying to find ways to cut time or increase margin? IMO, those appear to be the contributing factors in overlooking safety. My boss wants to change something to save about $1.50 in wire. It would cost 50x that in engineering and drafting time to realize that savings.
Maybe sometimes more is better.
